A Houlihan site in progress.In 1972, John Houlihan, along with a staff of eight, set up his civil engineering business at Ashford in Middlesex. One year later he undertook his first groundwork contract on a Laing Homes project in Harrow.

Since those early days, the company has progressively developed in the groundwork and civil engineering field, relying on the established formula of:
